Looking at the bounced message you quoted, it looks like you are running
1.8b7, I don't know the b history, but I know a fix for the % hack was
put in sometime during the 1.8 builds. I am running 1.8b8 (and I know
that is the latest "released" beta, with b9 being by request).
Try upgrading to b8 and see if the problem goes away, maybe the percent
hack fix was put in as part of the b7 to b8 changes. (I jumped from 1.7
to 1.8b8 so I can't tell you when exactly it was put in)
