This one is not an address-harvesting spammer.  Instead this is an attempt at fraud.  
The "African" country almost certainly was Nigeria (has been for the past 8-10 years 
through snail and e-mail, although occasionally others).  They catch enough people 
foolish enough to 'help' them collect the money they supposedly no longer have access 
to, and the robbery/fraud is on.
