Your own logs would likely explain that best, but I have a theory... SPEWS is rather aggressive. It seems to be run with the intent of causing 'collateral damage' and thus making it important for people near the spammers (in network terms) to find a way to eject them. Turn on "Verify Return Paths" in SIMS.
