Dave, The typical way of connecting to the internet in Germany is via "call by call". However, as they bill your telephone line, most hotels will not allow you to use these services.
When I first got here and was living in a hotel for 4 months, it was a real pain as these numbers were all blocked. Will your user be staying with someone or in a hotel? If with another person, that should be fine. I can later send you the info for freenet.de and see if some of the users of my site have other suggestions. You basically call the number and are connected. Pretty easy to setup. If in a hotel, they really need to contact the hotel to see if they have a business center that will allow access. There are also a number of cyber cafes. I am near Frankfurt so I can't give you a specific location in Berlin, but when I was there last I do recall seeing some as we drove around. If he wants, I would be willing to pass my phone number to you for him in case he has any questions that I might be able to help with.
