I just was in Berlin a couple of weeks ago and had successfully connected from my hotel over MSN dialup "call by Call" service.
I have been in Berlin a couple of times already and it never worked before. I think the ISP and hotels arranged so far:-) Really the best thing for you to do is to call the hotel beforehand and ask them. This way you will be 100% sure.
