Sort of.  That's the bad part about RFCs (and lawyers!)....everything is
subject to interpretation.  RFC2821 says, in section 4.5.3.1, "Size limits
and minimums":
   "text line
       The maximum total length of a text line including the <CRLF> is
       1000 characters (not counting the leading dot duplicated for
       transparency).  This number may be increased by the use of SMTP
       Service Extensions"

Since the "dot duplicated for transparency" would ONLY apply to the "DATA"
portion of a message (i.e., to "escape" a line within the mail message that
contained only a "." -- a period) one could argue that there _is_ a
restriction imposed on the format (length) of individual "text lines"
within mail messages.

But hey, I'm not a lawyer (and I'm not getting paid to have an opinion
one way or the other), so I won't argue who's right on this one!
