I bet you are running 1.8b8 (or later) :)

There is a feature where too many attempts to send mail to unknown users in 
too short a time results in SIMS triggering a block against email account 
harvesting. I believe the default is something like 5 or 6 unknown accounts 
in something like half a minute. Not sure because I have never gone into 
ResEdit to adjust it, but that is what it looks like in my log files.
