ORBZ was free, but has been shut down by court order. ORBZ tracked open relays.

ORDB is free but is willing to accept donations. ORDB tracks open relays.

Spamcop is free for now, but may charge in the future. It tracks 
spammers, not open relays. It used to used ORBZ for open relay 
testing, not sure what they will do now.
