Be very careful with using that list, and read the page carefully. 
Most important is the first part:

>This blocking list is somewhat experimental and should not be used 
>in a production environment where legitimate email must be delivered.


There's good reason for that warning. The 2% spam threshold isn't 
really a spam threshold, it's a "someone told Spamcop it was spam" 
threshold. There is NO vetting of those reports, so there have been a 
number of cases where bogus reports have caused perfectly legitimate 
sites to be listed.
