No, it means that their IP space is delegated directly from ARIN. ARIN delegates blocks as small as /21 (1024 IP addresses), which can easily be downstream from larger network providers. I believe there's an RFC somewhere that defines a "network service provider" as a network which is connected most of the official NAPs. I don't have the reference handy. It's a very old definition and perhaps not meaningful. You could check the skitter graph at http://www.caida.org/analysis/topology/as_core_network/AS_Network.xml or the list at http://navigators.com/isp.html, though these are both old and there has been a lot of consolidation since (i.e. the big companies are bigger now). It really depends on what you need the information for. The thing about SIMS is that it's a Mac-based freeware application, so although I think it works great for basic use for small organizations (I serve half a dozen non-profit organizations from my network at home), it is not very commercial and therefore SIMS administrators tend not to have access to large networks. Therefore this mailing list is not a good source of information about the global Internet. Nobody is both informed and unbiased (since the death of Jon Postel) on this topic. You might want to try something like NANOG to talk about routing and other global network issues.
