there is nothing else running on the machine than SIMS and PageSentry.

Does it help to keep SIMS as the front application or to run it as a background app?

Why doesnt SIMS try to resend the mails from the queue? (they are marked red)

SIMS yields to other processes periodically - usually this is dome from the
ModulesZeroLevel routine in SIMS. If the OS does not give the SIMS a chance
to run for more than 10 seconds, that fact is logged.
