The relays.osirusoft.com list includes an open proxy list. I don't recall
the osirusoft response address for open proxies off the top of my head,
though, sorry. If you want to use _just_ the open proxies sub-list, it's
something like proxies.relays.osirusoft.com. I've also been using
proxies.relays.monkeys.com for the past month or so with good result.
