Is it possible to have SIMS insert these headers automatically? It would also need to be able to detect their presence if a client inserts them itself.

I am not sure that you would want to do this. In effect you would be warranting that ALL email coming from your SIMS server is not SPAM. Far better to let your clients insert the headers if they wish. Habeas is a free service for individuals.
