Using the web admin interface, change the "Delete Failed Messages:" to 
anything EXCEPT "Never".

Reduce the # of outbound channels.  Right now you have each channel 
contending for a tiny 144Kbps.  That comes to less than a 
byte/sec/channel.  After taking into considering the overhead, each 
channel probably gets about a third of a byte per second.  I would say 5 
would be an appropriate value.
