Hello, Correct. This is a limitation (you can call it a bug) in the SIMS code: a 4xx rejection of an address should not cause whole message rejection or delay. SIMS should have tried to deliver the message to the addresses which were accepted. Instead, the whole message is delayed and then all the addresses are retried again.
I'll check if that can be fixed, but don't expect much.
