Dunno. Try turning Router logging up to the max and I think the log will help you find 
out. Each routing decision will be spelled out in detail.

Also, I don't think you need the <LOCAL> in
<[EMAIL PROTECTED]> =<LOCAL>test.info

I route lots of stuff to local accounts without the <LOCAL> and it works fine.
