Not sure what's going on there, but that doesn't sound right. SIMS doesn't
check whether a sender's account exists for incoming SMTP messages and I'd
be surprised if it behaved differently for submitted text files.

If you want to simply bounce mail sent to 'blackhole', don't create a real
account for it and add a line to your router:
<blackhole> = error
If you want (need?) to have a real account, keep the 'blackhole' account
and continue to have it discard incoming mail. Enable 'Send Auto-Replies'
for the account with some simple message text explaining that nobody reads
mail sent to it so please don't bother. This might be the best solution
from the standpoint of not pissing off people replying to your
Tango-generated messages because you can give them a politely worded
explanation rather than simply bouncing their messages as if they were
spam.
