In Outlook Express (outlook is similar), go to "Tools", "Accounts" and double click 
the account is question. Go to the servers tab and at the bottom it should say 
"Outgoing server requires authentication". In the settings I have set to use same as 
incoming server.

APOP is used with POP3. Chris wants to be able to send messages via
authenticated SMTP sessions. What he's looking for is a setting that says
something like 'Use SMTP Authentication'. Sorry, but I don't know exactly
what it's called or where it's located in Outlook.
