The question is, can a proxy respond to an INFO and not forward it to the destination,
as the proxy found (for some reason) that the INFO was for it.
Is this looking more like a B2BUA?

The routing at a proxy is independent of the method.
If you buy a proxy that throws away INFO since it doesn't recognize it, time
to return the proxy and get a good one.
