Right. Insofar as parsing a SIP message, generating responses (stateful
proxies only) etc. the SIP proxy servers have the same protocol stacks as
the UAC. The big difference is how the SIP message body is treated; most
proxies -- unless they are fronting firewalls/NATs or doing something
special with the body -- will ignore the SIP message body. UAC/UAS, of
course, have to generate/understand the SIP message bodies as well.

Right; a SIP proxy is tuned to routing SIP messages using any means at its
disposal -- CGI, CPL, time of day, or any other decision enabler.
