Very basic negotiation is done withing the SDP. The INVITE has each media
stream listing a set of codecs offered for that stream. The 200 OK contains
a subset, listing those which can be used for that stream for the call. 

Accept or Accept-Encoding do NOT refer to codecs in the media stream. They
refer to negotiation of content of the SIP messages.
