[Sip-implementors] Question about REGISTER user

I have a question for SIP registrar implementors.
Do you treat the following registrations different :

REGISTER sip:domain.com SIP/2.0
To: <sip:[EMAIL PROTECTED];user=ip>

and another in which To header is 
To: <sip:[EMAIL PROTECTED];user=phone>

Why is the spec silent about usage of user parameter
in the To header SIP URL ?
