It really depends on the deployment scenario.

For a proxy which represents the "entry-point" to you network, that other
users talk to from other domains, you really want to be on 5060. In
principle, you can run it on a different port, since SRV records allow you
to specify other ports. But, since SRV support is not mandatory and not
widely used enough, you need to be on 5060. Same for a proxy that users
register with; this one really needs to be on 5060. For proxies within a
domain that only other proxies talk to, there, you can get away with a
non-5060 port, since everything around it knows about it via configuration.
