Rookie questions do not belong on the sip list. They go on the

Yes. But only if there was no SDP in INVITE.

If Bob follows the spec, the SDP returned in the 200 OK will contain at
least one codec acceptable to Alice. If there was some kind of failure,
Alice can send ACK and then BYE to hangup the call.
