Yes, it should be for all redirects. I'll fix that.

I think usage of the same Call-ID is best. The reason is that if this
recursed request hits a proxy which has already seen the request, it can
generate an error response (since its a merged request), which speeds up
transaction processing. It also unifies treatment of the UA and proxy cases,
which is a good thing. In fact, I might be inclined to remove the text on
the new-call-id scenario entirely. You can always do that; nothing prevents
it. But, its easier if the spec specifies one way to do things rather than
many.
