Announcement of charges requires conveying billing information in the media
stream. Thats handled by some kind of application server that accesses
back-end databases that contain billing data generated by the gateway, in
the means I have described. As such, there is no need for conveying this
information within the SIP message.

The same is true for a public payphone, in the application you describe.
