I *think*, at this point, that bis-03 doesn't contain anything that we have
previously decided NOT to do. PGP, the old record-route text, and Also were
in that category and are now all removed.

Of course, tracking things these days is a big nightmare, but getting better
(I will have some news to report on this in the next few weeks), so I can't
guarantee that with 100% confidence.
