Hi,
For a central conference server,if A wants to call D into the
conference,it sends a REFER message to D.This will cause D to send an
   INVITE to conference server.
I don't see why you need to put B and C on hold.

Refer to draft-rosenberg-sip-conferencing-models

Subject: [Sip-implementors] Clarifications on HOLD message

Hello Sir,

I want to clarify two issues regarding usage of
HOLD.

    1. Suppose A, B and C are in conference( using
Centralized Conference server like sipconf). Meanwhile
A wants to call D into conference. For doing this, is
it necessary for A to put B and C on HOLD?

    2. After A dials D's number , can A continue with
the conference even before getting response from D.
And handle the responses from D as in the case of Call
Waiting?

Can u please give us your advice on these issues?

Regards,
Rajesh
