Hrishikesh also has asked if a BYE can be sent while awaiting the response
to a previously sent INFO.
As per Section 15.4 of the bis03, a BYE cannot be sent since BYE is a
regular transaction and so it must wait for the previous regular transaction
(INFO) to complete. But this seems too restrictive.
A call can be terminated anytime. So, I would hazard that BYE can be sent
anytime and BYE is not a regular transaction.

If your question is only about if INFO should behave like a regular
transaction, the answer is yes. What has been discussed before is the
issue of sending INFOs before the call is fully established.
