Hi all!
 
in bis 5  9.1 Client Behavior
 
The CANCEL request MUST NOT be sent if no provisional response
has been received, rather, the client MUST wait for the arrival of a
provisional response before sending the reqest.
 
Why does it like that ?
 
Can't it send CANCEL before receiving provisional the response ?
