Hi,

We had a looooong (too long, and it was pretty much due to me :)
discussion about this on the SIP list. Please have a look at the
archieve.

To put it short: the reason is that if send the CANCEL before you
receive a provisional response the CANCEL MAY actually reach the server
BEFORE the INVITE does.
