These are indeed the same. With T1=500ms, you get a total of 32 elapsing
between the first request and the last. Thats the same as the case where you
transmit until the last retransmit interval is 16s:

1/2 + 1 + 2 + 4 + 8 + 16 = 31.5s

I don't know yet. I have yet to integrate 100rel into bis-05, and I will
certainly be unifying some of the timeouts. I suspect it will be made to
mirror 2xx behavior.

It doesn't matter much. There is no loss of interop when you change the
values of these timers. Indeed, all of these timers have defaults that are
changeable...
