"subscribing for a service" means a lot of different things to many 
people, so it is impossible to answer that question without further 
details on what you mean.

You might mean subscribing in the sense of "signing up". That is, Joe 
asks to enable call forwarding on his service. How would he do that? If 
that is what you mean, there is no sip message like that. This is a 
provisioning operation. If you want subscriber self provisioning, the 
prevalent way to do that is with a web or voicexml application. However, 
there is no specification that mandates this.
