Ok, but that only works under these conditions. If at least one of the
UASs doesn't answer automatically and requires an human action or both
have different response times, you won't get 2 200 answers down to the
originating party since the first final response will automatically
trigger a CANCEL on the pending branch. In this general case, only a
single peer would win if there is no way for waiting/merging answers...
