Correct, forking is not meant for this.

There is no way to support this in a completely distributed way, and I
am not sure you would want to. It is far easier to have a central point
of signaling control for a UA, and have that control (through mbus, for
example:
http://www.ietf.org/internet-drafts/draft-ietf-mmusic-mbus-transport-06.txt)
audio or video components. Another approach is a B2BUA that represents
all the components for a particular user.
