This is correct. This text is talking about the contsruction of any kind of
SIP request, not specifically an INVITE.

There is no contradiction. It says that Contact MUST be present in any
request that can result in the establishment of a dialog (i.e. an INVITE).
If the request does not establish a dialog (e.g. OPTIONs or BYE), it does
not need a Contact header.
