Hi,

In section 8.1.3.1 of bis-09 it has been stated that
the user agents should treat ICMP(UDP) and connection failures(TCP)
     as 503 (Service Unavilable) response.

My question here is does this hold good for proxies that are trying
     to forward requests?

     If Yes,

Section 16.6 bullet 6, says that if 503 is the only response that
the
proxy has received it should generate a 500 and forward that
upstream.

So, on combining these two can it be concluded that proxies will
treat
network failures as 500 Internal Server Error.

Thanks and Regards,
Vijay.
