Since the optional 'duration' parameter allowed in the 'Retry-After' header
(section 20.33) is meant to convey availability (presence), should a UA
receiving this response consider this duration value over what it would
learn by querying the registrar for that clients availability via
registration?  In short, what is the value-add of the duration field here?
Seems like it could mislead the UA receiving it.

>From section 20.33:
   "An optional comment can be used to indicate additional information
   about the time of callback. An optional "duration" parameter
   indicates how long the called party will be reachable starting at the
   initial time of availability. If no duration parameter is given, the
   service is assumed to be available indefinitely.

   Examples:

     Retry-After: 18000;duration=3600
     Retry-After: 120 (I'm in a meeting)"

Also, is the duration value only set by the UAC receiving the request? (Not
sure who else would know a valid value to use).
