Hi all,

I got a doubt about the specs regarding UAS processing of out-of-dialog
requests (and that can not initiate a dialog, such as MESSAGE).
According to draft-09, these requests MUST NOT contain any To tag
(8.1.1.2), but some implementations just do that..., and the draft is
not that clear about how to handle them when they contain a To tag.

Section 12.2.2 talks about accepting requests with unknown To tag sent
within a dialog (to handle UA crashes), but Section 8.2 doesn't say
anything about out-of-dialog requests in this case.

It seems to me that when receiving such a request that contains a tag in
the To: header the UAS should respond with a 481, since it doesn't match
any existing dialog...or is the UAS processing left free to the
implementor in this case to decide whether to accept the request?
