I have a question on registrations. 

The new RFC states that
" UAs MUST NOT send a new registration (that is, containing new contact
header field values, as opposed to a retransmission) until they have
received a final response from the registrar for the previous one or the
previous REGISTER request has timed out" 

Does this mean that , when a UA has sent out a registration and is waiting
for a response, it cannot send another registration even if the new register
contains a totally new set of contacts. 

Also, does this mean that we cannot send refresh registrations(for
previously registered contacts)  while waiting for a response for
registration of a new set of contacts.

Could someone please clarify.
