RFC3262 allows a new SDP offer to be written in PRACK. What can a UAS do if it cannot handle it ? UDPATE and re-INVITEs allow a UAS to send a 4xx and consider the offer as no-op. But I don't see how it can be done with PRACK. So the only way is to 4xx the INVITE.
