In this particular case, I'm tracking issues raised on the working group mailing lists (SIP, SIPPING, and SIMPLE), and will be incorporating them into a bis, when one is started. I probably won't be starting a bis until we have a little more operational experience under out belt. We've had some really good feedback from the Bake-Off^H^H^H^H^H^H^H^HSIPit events. In practice, work will probably start on a 3265bis some time after an event package makes RFC.
