Apologies, if this has been asked before.

I have searched through RFC 3261 to find out whether
2xx responses to re-INVITE and ACK to such 2xx should
be retransmitted end-to-end as is the case for initial
INVITE. I have not been able to clarify this question
from the text.

Here my findings: section 14 of RFC 3261 does not address
this issue explicitly. I have been able to find only one
sentence possibly relating to this issue, namely the last
sentence of section 14.1:
"The rules for transmitting a re-INVITE and for generating
an ACK for a 2xx response to re-INVITE are the same as for
the initial INVITE (Section 13.2.1)."
End-to-end retransmissions, however, are explained in
sections 13.2.2 and 13.3.1 rather than in section 13.2.1.
