No. Read the specification language carefully. The requirement you copy below is "The response MUST contain Contact header field values enumerating all current bindings."
The requirement is on presentation of field ->values<-. Not the field itself. If you have one or more values, then of course the field must be present. If you have zero values, the statement above does not require you to present the field.
