RFC 3261, the fourth paragraph of section 16.1 has the
following sentence:
"Requests forwarded
between different types of transports where the proxy's TU must take
an active role in ensuring reliable delivery on one of the transports
MUST be forwarded transaction statefully."

I believe the answer is that a stateless proxy must not forward from
TCP to UDP. It requires a transaction stateful proxy precisely so it
can be responsible for the retransmissions.
