I see this as an implementation specific decision.  The final response is just a strong indication of the failure cause.  There is no reason why a) The UA just returns a failure response to the User, if the call is to be retried then so be it or maybe try the call again automatically.  Another attempt at the call could succeed if it traverses a different path to the endpoint.

RFC 3261 says nothing about the recommended recovery procedure to be
