Section 7.1 in draft-ietf-sip-session-timer-14.txt says:
"If a Min-SE header is included in the initial session refresh request, the value of the Session-Expires MUST be equal to the value in Min-SE."
I have the following questions: (1) What is purpose of this rule?
(2) Why does the Session-Expires MUST be equal to the value in Min-SE?
(3) Why should it be only in the initial session refresh request?
