In order to connect from your computer to PSTN phone, you need a Media gateway.
 
On your computer you need a SIP UA (MSN Messanger etc). To connect to PSTN side you need something like Dialogic or LinPhone LineJack card.
Then search for appropriate stack like one available on Vovida or other open source stuff you will get more details on this.
