I can't send a CANCEL because I'm the recipient of the call, and I can't send a BYE because I haven't answered the call; nor do I want to.

if you want to hangup before answering, you have to force a non-2xx final response
to the INVITE transaction. RFC3261, section 15 suggests to send a 403 (Forbidden.).
