Technically, it's not supported or required (No "timer" in Require or Supported header) then you would process the request as normal non-timer request and ignore the session-expires and min-se header.
I guess you could try to be nice and treat it as if it is supported but that might cause other problems. The best thing to do is contact the vendor or implementor of the thing that sent you such a request and ask them to correct it.
